Project Description: The Jeff and Judy Henley Hall – Institute for Energy Efficiency is a 49,746-square foot, three-story laboratory, classroom and office building that will serve as the new home for the University’s Science Laboratory Studies. Henley Hall will house 49,746-square-feet of laboratories, classrooms, training spaces, a 124 seat lecture hall with wood plank ceiling and faculty-staff offices. The structure includes steel and decorative concrete walls over conventional mat, column and spread footings.

The exterior façade will include metal stud framing, lath and plaster, Terracotta wall panels, stone Veneer, shade canopy structures, and curtain wall/storefront glazing elements with single ply roofing systems. Interior elements will be include ornamental stainless steel, decorative metal and wood railings, glazed interior walls, acoustical wall panels, drywall, ceramic tile, carpet, exposed sealed, traffic coating, burnished, polished and epoxied concrete flooring with fixed and mobile workstations for the laboratories. The site will have concrete, concrete seat walls, paving, trash enclosure, chain link fence, landscape and irrigation, bike racks and site furnishings. The location of the new building is at the South East end of campus, off Mesa Road, in front of the Chemistry building.

The project will be procured via Trade Contracts or Bid Packages (“BPs”) let and awarded by Sundt Construction acting as the University’s Construction-Manager-at-Risk. Sundt will be bidding on the Site Provisions (01A) and Structural Concrete and Rebar (03A) Bid Packages; however, so the University will be competitively bidding those BPs directly.

It is anticipated that the project will commence on July 2, 2018 and be completed by May 2020.

Bidder Qualifications: Each bidder must pass the prequalification criteria set forth in the Bidding Documents and shall be a licensed contractor pursuant to the Business and Professions Code §7028.15 and California Public Contract Code §3300, and Prequalified for the Project for each package for which a bid is submitted. The University requires that the bidder possess at the time of bid and maintain throughout the duration of the contract the following classification(s):

BP01A Site Provisions: A- or B- CSLB-issued License
BP03A Structural Concrete & Rebar: C-8 CSLB-issued License

DIR Registration: Each bidder submitting a proposal to complete the work, labor, material and/or services (“Work”) subject to this procurement must be a Department of Industrial Relations (DIR) registered contractor pursuant to Labor Code §1725.5. A bidder who is not DIR registered contractor when submitting a proposal for the Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness. Pursuant to Labor Code §1725.5, all subcontractors identified in a Bidder’s subcontractors’ list shall be DIR registered.

The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work.
