ONLY PREQUALIFIED DESIGN-BUILD CONTRACTORS WILL BE ALLOWED TO SUBMIT A PROPOSAL ON THIS PROJECT. The following firms have been prequalified:
1. Byrom-Davey, Inc.
2. Hellas Construction, Inc.
Description of Work: The project intent is to provide UCSB Intercollegiate Athletics (ICA) Department with a facility that will allow the team to meet, change, and prepare for matches. The project site contains eight existing tennis courts that are approximately 30+ years old. Existing courts 1-6 shall be completely removed and rearranged to allow spectator viewing, suitable for intercollegiate match play. New fencing shall be provided for all of the courts. Code compliant walkways shall be provided to allow players, coaches, and spectators to circulate and access the courts. The two existing southerly courts (Courts 7 & 8) will likely be resurfaced and re-fenced to remain in place as practice courts. However, reconstruction of courts 7 & 8 are listed as a potential enhancement in the Request for Proposals.
The new courts (Courts 1-6) are to be located per the concept site plan. The design-build contractor’s site plan must engineer project tie-ins and the grading of the site hardscape, landscape, drainage, and pedestrian access routes on the new finished tennis court surface.
The six new tennis court shall meet all the technical and programmatic requirements for USTA & NCAA intercollegiate play. Competition court lighting is not part of the project scope, and is not anticipated for the project. The design-build contractor shall furnish all standard tennis court amenities, such as court nets, wind screens, umpire chairs, and team/player benches.
All components of the project are expected to fit within the boundaries of the site as indicated in the Request for Proposals. The design-build contractor is expected to bring all necessary utilities into the site. As such the design-build contractor may be required to work outside of the site constraints for utility tie-ins, shutdowns, etc. Design-build contractor is required to match or blend adjacent grades as required by their proposed project.
Desirable design enhancements or design innovations are described more fully in the Performance Specifications and incorporation of those elements into a firm’s proposal will result in a higher Best Value score. Final award will be based on both price and technical factors.

Maximum Acceptance Cost: $4,745,000
Any firm submitting a proposal cost in excess of the stipulated Maximum Acceptance Cost will be deemed non-responsive, thereby eliminating that firm from further consideration in the competitive process.
