Description of Work: The successful bidder will be required provide all labor, materials, equipment, tools, transportation, insurance, and services associated with the Trace Metal Clean Laboratory at Webb Hall project described in the Construction Documents including, but not limited to, the construction of a new ISO-certified cleanroom laboratory suite for the Department of Earth Science that will be housed on the 2nd floor of an existing building on the University campus. The new lab will be used by one of the nation’s preeminent geochemists who is conducting cutting edge research using isotopic and chemical composition of lavas to gain insight into the make-up of the Earth’s deep interior.

This level of research requires a metal-free clean lab and an adjacent precision instrument room that will contain a thermal ionization mass spectrometer [TIMS] (see Bid Alternate No 1). Several laminar flow fume hoods will be incorporated into the Project. Based upon projected needs, the assignable square footage for this project is anticipated to be approximately 650 square feet. The overall scope of Work will include architectural, mechanical, plumbing, structural, electrical, and fire protection additions fire alarm modifications inside the Trace Metal Clean Laboratory (“TMCL”) and two (2) offices.

The laboratory includes (2) separate suites and a UFCI Laboratory Furnishing package. Both suites are highly specialized and ultra-clean:

(1) One (1) Suite (TMCL Clean Suite) will be metal-free. No exposed metal is allowed inside the finished envelope. This suite includes laboratory casework systems, (2) horizontal laminar flow hoods, (10) vertical flow laminar hoods, (2) sinks with DI purified water supply. There must be no exposed metals, sheet rock or plaster in the TMCL Clean Suite and in the DI water line (the portion exposed to water flow) from the DI source to the point of use.

(2) One (1) Suite (TIMS Instrument Suite) will house a Thermal Ionization Mass Spectrometer (TIMS) instrument (see BID ALTERNATE NO. 1). This suite is a cleanroom suite that may have exposed metal inside the finished envelope. The TIMS instrument is University-furnished and University-installed. There must be no exposed sheet rock or plaster in the TIMS Instrument Suite.

(3) Laboratory Furnishing package (“LF”) package shall be University-Furnished, Contractor-Installed (“UFCI”). The University has ordered the equipment under a purchase order that shall be assigned to the Contractor for installation and commissioning per the requirements outlined in contract drawings and specifications. The LF package shall include laboratory casework and other furnishings, clean room laminar flow fume hoods, and related accessories and appurtenances. Contractor shall provide labor and material for complete the installation and commissioning per the requirements outlined in contract drawings and specifications.

Contractor shall provide coordination as needed with manufacturer to ensure full compliance with Contract Documents. UFCI Cleanroom fume hoods and other air containment units shall be purpose-designed specifically for ISO classified cleanroom use with trace metals analysis. Materials of construction and finishes that may shed particles or off-gas vapors shall not be used. All materials and surfaces exposed to room air and hood internal chamber airstream shall be non-metallic or purpose-coated materials to encapsulate metals to avoid any exposed metal surfaces.

Project Information: Each bidder’s lump sum base bid shall include an Allowance in the amount of $75,000 to address Cleanroom Construction Protocol Management Services provided by one of the three (3) prequalified firms listed below. The selected firm will assist the University and Contractor maintain the cleanroom construction protocol management per the contract requirements and during construction of the University’s Trace Metal Clean Laboratory project.

A University-issued Notice to Proceed (“NTP”) is anticipated to be issued on or around April 15, 2019. The Construction period is six (6) Months after the commencement date included in the NTP.

Estimated Construction Cost: $2,221,893.00

License Requirement(s): B- (General Building)

General Information: The successful Bidder and its Subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage rates at the location of the Work. Every effort will be made to ensure that all persons shall have equal access to contracts and other business opportunities with the University within the limits imposed by law or University’s policy. Each Bidder may be required to show evidence of its equal employment opportunity policy.

The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor may be listed on a Bid for this project unless registered with the Department of Industrial Relations (“DIR”) pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
