SHORTLISTING – The University Screening Committee has selected the following firms, in no particular order, for further consideration in the qualifications-based selection process: (1) Affiliated Engineers, Inc. (Pasadena, CA); (2) Altura Associates LLC (Irvine, CA); (3) FGI Farnsworth Group (Claremont, CA); and (4) P2S, Inc. (Long Beach, CA).

Project Description: Statements of Qualification submittals are hereby solicited by the University of California, Santa Barbara (“University”) from construction commissioning professionals and firms with relevant experience and expertise in providing commissioning services. The selected consultant will provide commissioning services for the Classroom Building Project (“Project”), as more fully described in Request for Qualifications (“RFQ”) No. FM200082.

The Classroom Building (or “Project”) is new construction that will provide the University a total of 5 additional lecture halls, 3 active learning classrooms, and 20 discussion classrooms providing a total of approximately 2,000 seats covering 51,000 assignable square feet and 95,048 gross square feet. The purpose of the project is to alleviate a long-standing classroom shortage against fast-rising enrollments of the past few years.

Scope of Services: Design Phase Services. During the design phase, the anticipated scope for the Commissioning Agent includes design review of the University’s project requirements, basis of design and construction documents and specifications at 50% CD completion and 90% CD and back-check the review comments in the subsequent design submission of 100% CD documents. Verification will be applicable to systems being commissioned for compliance with the University’s project requirements and basis of design. The scope of services also includes participation of up to three meetings during the CD phase to review proposed building systems and engineering requirements under consideration and providing the University with appropriate consulting advice, as required.

Construction Phase Services. Commissioning Agent will perform building systems commissioning as required by California Title 24, Part 6 and Fundamental Commissioning Requirements of LEED Reference Guide for Green Building Design and Construction, 2009 Edition. The anticipated scope for the Commissioning Agent during the Construction Phase includes verifying installation of commissioned systems, functional performance testing, training, systems manual / operations and maintenance manual review, a final Commissioning report, and post occupancy system performance review. SOQ Deadline: Each consultant shall provide one (1) electronic copy (.pdf) of its SOQ package, which must be delivered to UCSB by 4:00 p.m. on September 3, 2019.
