Project Description: Statements of Qualifications submittals are hereby solicited by the University of California, Santa Barbara (“University”) from qualified consultants and/or firms with relevant experience and expertise in providing the services described herein. The selected consultant or firm will provide design services associated with the Seismic Survey of Campus Buildings – Phase 2 project (“Project”), as more fully described in this Request for Qualifications (“RFQ”) No. FM230038.

The Project includes the provision of structural engineering consulting services and peer review services. In order to ensure all existing UCSB structures are in compliance with the University of California Seismic Safety Policy, the University is requesting written responses to this Request for Qualifications (RFQ) for the selection of a Seismic Consultant to provide ASCE41 Tier 1 and/or Tier 2 and/or Tier 3 Seismic Performance Evaluations of University buildings. In some instances, a FEMA P-154 Evaluation will be utilized. Firms with experience with evaluating seismic performance in accordance with UC Policy are encouraged to respond.

Scope of Services: In October 2018, UCSB issued RFQ FM190127 to conduct Seismic Assessments (Phase 1). The work has been ongoing and the remaining (i.e., Phase 2) work is being advertised to complete the assessment project. The campus-wide seismic assessment of buildings included 692 structures on the main campus as well as off campus facilities including Sedgwick Reserve, Sierra Nevada Aquatic Research Laboratory, and other remote locations. Surveys completed included ASCE Tier 1, 2 and 3 Evaluations.

The primary task of the selected consultants under this RFQ is to complete the Tier 2 and 3 reports for the buildings described in the RFQ (see Exhibit E – Priority Group C Projects). Note, the completion of additional Tier 1, 2 or 3’s or FEMA P-154s may be required.

Facility Evaluation Protocols shall include, but not be limited to:

ASCE 41-17 Tier 1 Evaluations: Initial evaluations shall be performed in accordance with ASCE 41-17 Tier 1 protocols, except for buildings described in the RFQ.

FEMA P-154 Evaluations: Initial evaluations of buildings may be evaluated in accordance with FEMA P-154 protocols if their OGSF is less than 1,000 or if they are of wood frame construction and their OGSF is less than 2,000.

ASCE 41-17 Tier 2 and 3 Evaluations: If initial Tier 1 or FEMA P-154 evaluations are inconclusive or if they determine that the building is a Level V or worse, additional Tier 2 or Tier 3 studies will be required to confirm the rating and/or proceed with detailed scoping of corrective actions.
