SUMMARY OF WORK:  The successful prequalified bidder shall provide all labor, materials, equipment, tools, transportation, insurance and services to provide the following project services, as described more fully in the Construction Documents. Contractor shall provide a seismic strengthening upgrade to the existing building in conformance with the UC Seismic Policy.  Contractor will also address other outdated aspects including accessibility deficiencies, and repair various deferred maintenance items.  Music Unit-1 project proposed improvements shall include, but is not limited to the following:

 Seismic Upgrades

The Seismic Upgrades largely consist of introducing new concrete shear walls as well as thickening of existing masonry shear walls to upgrade the existing building in conformance with the UC Seismic Policy to raise its rating from a Seismic Performance Level-VI to a minimum required Seismic Performance Level-IV.

Accessibility

Contractor shall improve accessibility throughout the building.  The path of travel (POT) to the areas of improvements will be upgraded in pursuit of CBC Sec. 11B-202.4. This includes access from adjacent accessible parking areas to the main entry, upgraded restrooms with the addition of a gender inclusive restroom, compliant drinking fountains, as well as new code compliant signage throughout the facility.  Contractor shall provide accessibility improvements, as specified in the Construction Documents.

Hazardous Materials

The existing Music Unit 1 Building has been identified to contain hazardous materials in various locations.  It is UCSB’s intention to remove these materials as part of the project.  As a result of this work, new materials will be installed in their place.  This scope includes the following:

  • Interior Flooring removal and replacement

  • Level-2 Exterior Walkways removal and replacement

Repair/Deferred Maintenance

The existing Music Unit 1 Building shows many areas that have signs of corrosion, damage, and other deferred maintenance needs. Contractor shall provide repairs and deferred maintenance services, as specified in the Construction Documents.  

Note, the renovation project described herein shall commence in September, 2023 and be completed no later than June, 2024.  Time is of the essence with regard to the project schedule and final completion date.

Estimated construction cost:  $11,000,000

Only prequalified general contractors will be allowed to submit a PRIME Bid on this project.  The following firms have been prequalified to bid on this project:

2.  Newton Construction & Management (San Luis Obispo, CA)

3.  ProWest Constructors (Wildomar, CA)

4.  Shawmut Design & Construction (Los Angeles, CA)

Pre-Bid Conference:  A mandatory Pre-Bid Conference and Job Walk will be conducted in person ONLY on September 12, 2023 beginning promptly at 10:00AM.  Participants shall meet at the UCSB Facilities Management Learning Center, Building, University of California, Santa Barbara, Santa Barbara, CA 93106-1030. Only bidders who participate in the initial pre-bid conference, will be allowed to bid on the Project as a prime bidder. Only attendees as the original pre-bid conference will be permitted to schedule a subsequent site visit with the University Representative.  

Bid Security:  Bid Security in the amount of 10% of the Lump Sum Base Bid shall accompany each Bid.  The Surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120).

General Project Information:  Every effort will be made to ensure that all persons shall have equal access to contracts and other business opportunities with the University within the limits imposed by law or University's policy. Each Bidder may be required to show evidence of its equal employment opportunity policy.  The work described in the contract is a public work subject to section 1771 of the California Labor Code.  No contractor or subcontractor may be listed on a Bid for this project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
