Introduction: Subject to conditions prescribed by the University of California, Santa Barbara (“University”), prequalification documents for a Design-Build contract are sought from prospective proposers for the Santa Cruz Island Reserve Container Homes Build Out project. The University’s primary objective in utilizing the design-build approach is to bring the best available integrated design and construction experience to this project. The University has determined that proposers who submit proposals on this project must be prequalified.

License Requirement(s): Prequalified proposers will be required to satisfy the requirements set forth in the Prequalification Documents, including the possession of EITHER a valid and current California A- (General Engineering Contractor's) license OR a California B- (General Building Contractor's) license.

Background & Introduction: DB Contractor shall provide all labor, materials, equipment, tools, transportation, insurance, and logistical services to support work associated with the build out of two (2) prefabricated container homes located on the Santa Cruz Island in the Channel Islands chain approximately twenty-two (22) miles off the coast of Santa Barbara. The container homes have been placed and will serve as staff accommodations at the University’s field station site on Santa Cruz Island.  Contractor shall provide build out of the container homes, as specified in the University Construction Documents.  Trade work includes electrical, plumbing, drywall and other trades necessary for build out of the container homes, tie-in to utilities, and fit out of the two (2), two-bedroom, two-bathroom, insulated, factory-fabricated container residences. The contractor’s personnel will travel to Santa Cruz Island via boat and then travel overland to the construction site. The successful Contractor will be provided limited access to field station dorms, which include a kitchen (food not provided), bathrooms and sleeping accommodations at no cost to Contractor.  The bridging documents developed by the University-hired design professional have been used in the formulation of a cost estimate to establish a projected range for the estimated construction cost relative to the University’s project goals.   The successful proposer will be contracted to complete the final design and construct the build out based on the design criteria described within the Request for Proposals that will be issued by the University to prequalified contractors.

The successful design-build contractor will be contracted to design and construct the project based on the design criteria described within the Request for Proposals (“RFP”) that will be issued by the University to prequalified contractors.

General Information: The University reserves the right to request, receive, and evaluate supplemental information after the above time and date at its sole discretion. The University reserves the right to reject any or all responses to Prequalification Documents and to waive non-material irregularities in any response received. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law. The successful proposer and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Request for Proposals and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a proposal for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1.
