GENERAL PROJECT DESCIPTION: The Student Housing Infill & Redevelopment Project will provide much needed student housing and student life amenities to undergraduates to meet the residential need of the campus for 3,500 new beds outlined in the University’s Long Range Development Plan (LRDP). The project will be accomplished in two phases on two distinct sites. The first phase, San Benito Student Housing, will provide approximately 2,225 beds and will be located on the current Facilities Management Site (FM Site) with a planned occupancy for the Fall quarter of 2027. The second phase, East Campus, will provide a separate residential facility for 1,687 beds integrated amongst the existing East Campus residential halls, with a planned opening for the Fall 2029 quarter. These 1,690 beds include 1,278 new beds to reach the 3,500 total new beds in conjunction with San Benito plus 412 residence hall beds to replace the Santa Rosa residence hall being displaced by the project. Of the new beds, 705 will be provided in traditional apartments similar to those in San Benito and the remaining 573 will be in apartment suites, a more efficient floor plan that encourages social interactions to occur primarily outside of the units.
DESCRIPTION OF THE ELECTRICAL BID PACKAGE ("BP") NO. 01 - DESIGN ASSIST ELECTRICAL, LOW VOLTAGE & DESIGN BUILD FIRE ALARM. The scope of work under Bid Package No. 01 includes but is not limited to Design Assist and provide all electrical equipment, power, low voltage, pathways, underground electrical utilities, temporary power, design build fire alarm. For alignment of responsibilities and expectations, please see attached Exhibits H. Subject to the conditions in the prequalification documents, prospective bidders for the bid packages (BPs) listed herein are required to successfully prequalify in order to submit a Bid for any of the listed BP. In addition, pre-qualified prospective bidders will be required to possess the current and active California State Contractor’s License C-10 (Electrical Contractor):
The Estimated Overall Construction Budget for the project: $495,000,000.
Construction Cost Estimate for BP No. 1: $57,000,000
· The overall Project Size is approximately 540,000 Gross Square Feet.
· The project consists of five buildings with multiple turnover dates.
· Includes existing facility demolition of Ortega & Santa Rosa buildings and site utility relocation.
· Includes a Central Utility Plant and Dining Hall facility.
Project Delivery Method: Construction Manager At Risk; subtrades will be procured on a low responsive bidder (LOW BID) basis except for the work packages identified as a Design Build or Design Assist (Cost per Quality Point (CQP)) basis. Subcontractors are to follow the “Instructions to Bidders” Contract Document provided on UCSB Plan Room. Additional bid submission requirements are included in the Instructions To Bidders. For Cost per Quality Point bidders, Bidders must submit their technical proposals prior to the bid submission date. Upon review of the technical proposals, bid interviews will be scheduled. Should a Bid Protest be submitted or desired to be submitted, the Bid Protest protocols and procedures can be found in the Instructions To Bidders; these Bid Protest protocols and procedures apply to all work packages and not solely the CQP work packages.

Project Schedule: Anticipated construction start of April 2026 with phased completion dates though 2029.
Bid Security: Bid Security in the amount of 10% of the Lump Sum Base Bid shall accompany each Bid. The Surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120).
General Project Information: The successful Bidder and its Subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage rates at the location of the Work. Every effort will be made to ensure that all persons shall have equal access to contracts and other business opportunities with the University within the limits imposed by law or University's policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor may be listed on a Bid for this project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
