PROJECT DESCRIPTION: In the coming months, the University of California, Santa Barbara (“University”) may be releasing a bid solicitation seeking the services of a B-licensed (General Building) or others contractors with relevant experience on projects that are similar in size, scope and complexity to construct the UCSB Seawater Tank Project. The project involves structural and surface repairs to an existing reinforced concrete seawater tank. The tank has experienced deterioration over time, including cracking, delamination, and localized concrete spalling on both the exterior walls and the underside of the slab.
The current estimated construction cost for the scope of work is in the range of $350,000 to $400,000.
ONE-ON-ONE PLAN REVIEW SESSION: The University is seeking contractor and/or subcontractor participation for scheduled, one-on-one plan review meetings that will be conducted by the University Representative to elicit general feedback on the draft Construction Documents developed by a University-hired Architect for the project. The University will use the feedback and comments from participants to inform the completion of the 100% Construction Documents associated with the project, thereby providing increased clarity and facilitating more cost effective and competitive bids from the contracting community. Note, all firms participating in the one-on-one plan review meetings ARE permitted to bid on the project once it is advertised by the University. The meetings will be set up by the University Representative who will conduct the plan review with individual contractors, in order to obtain maximum input and maintain confidentiality. The draft construction documents will be provided to interested parties by the University Representative.
DRAFT CONSTRUCTION DOCUMENTS: Please contact the University Representative to: (i) set up an appointment for a scheduled plan review session and/or site walk; AND (ii) request a copy of the draft construction documents. The draft construction documents should be evaluated by each participant prior to its scheduled one-on-one plan review meeting.
MEETING FORMAT: Issues to be discussed at the one-on-one plan review meetings may include, but are not limited to:
1. Biddability/Buildability
2. General design risks and assumptions.
3. Anticipated construction risks and/or special project considerations.
Meetings will take place on the UCSB campus and/or via Zoom, depending on availability.
UNIVERSITY CONTACT: If your firm is interested in scheduling a one-on-one plan review meeting time, please contact the University Representative, Javier Garcia Labougle, at javiergl@ucsb.edu, by Friday, November 21, 2025 at 4:00 p.m.
