PREQUALIFICATION OF PROSPECTIVE SUBTRADE BIDDERS (BP-10 CONCRETE)

Subject to conditions prescribed by the University of California, Santa Barbara ("University") and PCL Construction Services, Inc. (“CM/Contractor”), responses to the prequalification documents for Construction contracts are sought from prospective subcontractor bidders (hereafter “subcontractors”) for the East Campus Student Housing project.

GENERAL DESCRIPTION OF WORK: UCSB East Campus Student Housing project, located on the main UC Santa Barbara campus, is one of the two projects on the UCSB campus that will provide 3,500 new beds outlined in the University’s Long Range Development Plan (LRDP). The East Campus Student Housing project is envisioned as a new LEED Gold residential community, including a dinning component and a range of amenities. This project will provide approximately 1,690 beds integrated amongst the existing East Campus residential halls. These 1,690 beds include approximately 1,275 new beds in apartment style units to reach the 3,500 total new beds in conjunction with San Benito plus approximately 412 residence hall beds to replace the Santa Rosa residence hall being displaced by the project. The project has a planned opening for the Fall 2028 quarter. The new student apartments and residence hall style housing will be designed to house first year, transfer, and second year students in a vibrant community that attracts students to live on campus and satisfy the demand for student housing in an otherwise constrained and expensive local housing market.

PREQUALIFICATION OF PROSPECTIVE BIDDERS: University and CM/Contractor seek Trade Subcontractors with significant experience on the scope(s) of work noted below on major public, student housing, multi-story civic, or university projects, on existing and new structures. Qualified Trade Subcontractor(s) shall have successfully completed projects that are LEED Gold certified or better. The University and PCL Construction Services, Inc. have determined that bidders who submit bids on this project must be prequalified. Subject to the conditions in the prequalification documents, prospective bidders for the bid packages (BPs) listed herein are required to successfully prequalify in order to submit a Bid for any of the listed BPs noted below. In addition, pre-qualified prospective bidders will be required to possess the current and active California State Contractor’s License as identified below.

MANDATORY PREQUALIFICATION TELE-CONFERENCE: A mandatory prequalification conference may be held via zoom. The purpose of the conference will be to provide verbal instruction and clarification on the prequalification process. It is critical that the conference attendee be a staff member of the subcontractors’ firm who will be actively involved in responding to this Prequalification, and who is knowledgeable of the firm’s potential response to the prequalification criteria. A mandatory Prequalification Teleconference, if scheduled, will be will take place during the week of January 5, 2026.

BID PACKAGES: University is conducting the Prequalification process and future competitive bidding process on behalf of the CM/Contractor for the Bid Packages as identified below, because PCL Construction Services, Inc. intends to bid on the bid package listed below. Prequalification submission for these Bid Packages will be received by the University. Awarded bidders will enter into a subcontract with PCL Construction Services, Inc. who has a contract with the University and is the Construction Manager-at-Risk for the UCSB East Campus Student Housing Project.
